Using a medium bowl mix together the dry ingredients: flour, cocoa, baking soda, and powder. Set aside.
In another mixing bowl, butter and sugar until creamed for 2 minutes
Add in the vanilla and egg until well mixed
On low, gradually mix in the dry ingredients with the wet and mix until combined.
Add in milk and mix
Evenly distribute the batter into the cupcake liners
Bake at 350 degrees for 21-24 minutes
Allow the cupcakes to cool for about 10 minutes while still in the cupcake pan
Transfer the cupcakes to a wire rack to cool completely
Frosting Directions:
Cream the butter and powder sugar until it looks light and creamy.
If it doesn't cream, add several drops of the heavy whipping cream until it creams.
Test whether the frosting can form and hold a stiff peak by taking a spoonful of frosting and turning the spoon upside down. If the frosting stays on the spoon, it is ready; if not, then add more powdered sugar, 1/2 C at a time, and mix well.
Add several drops of the grass green gel food coloring. Mix well to incorporate the color thorough out the frosting.
If ready, scoop the frosting into a pastry bag with a large star tip.
Twist the open end of the pastry bag to push the frosting to the star tip.
Start by frosting on the outside edge of the cupcake working to the center of the cupcake.
Sit the yellow duckie in the center of the frosted cupcake.
Place the malted Easter eggs, in a set of two or three together on one side of the cupcake.
Position several candy flowers on the other side of the frosted cupcake.
